CID Creation

It took over two years for the Newlands CID Steering Committee to establish the Newlands Community Improvement District.  

The first meeting with the City CID office in April 2022 was to explore a new way to sustain Newlands' many volunteer services.  The world had changed significantly since the Newlands Residents' Association came into being 25 years earlier, especially with regard to the challenges of crime, litter and service delivery from the City of Cape Town.  

The Newlands Community Improvement District was officially voted into existence on 31 May 2024.

The whole process is governed by a very demanding City of Cape Town by-law which must be followed to the letter.  After property owners in our area were surveyed to establish the needs of residents, an extensive Public Participation was undertaken.  This included public meetings, email and social media campaigns and many smaller meetings.  That process culminate in the finalisation of a Business Plan.  This formed the basis for a referendum of property owners to determine if a significant majority wanted a CID established in their area.  At least 60% of owners needed to formally consent to the establishment of the CID, and that threshold was passed shortly before Christmas 2023.  

The successful culmination of that twenty month process allowed the Newlands CID Steering Committee to formally submit their application to the City for the establishment of their CID.  That application was approved in at the end of May 2024.
