Business Plan
The draft Business Plan & the final Business Plan
Up to the date of the Final Public meeting on 27 September 2023, the Steering Committee and the City of Cape Town refined the Newlands CID draft Business Plan. The process worked towards two goals:
To ensure that the Business Plan fulfilled the needs of the area. Towards the end of 2022, nearly 20% of property owners responded to a detailed survey asking for their thoughts on public safety, environmental issues, litter, social responsibility and local infrastructure. That survey, the responses and analysis can be found here. The Steering Committee also drew on local experience; parks committees, the accredited Neighbourhood Watch, the Residents Association, the Business Forum, etc.
To ensure that the Business Plan complied with the needs of the City's CID application process. If 60% of qualifying property owners were to vote in favour of the CID, then our application could be presented to Council for consideration. This required careful construction of the document to meet the council's norms and standards.
For example, there needs be careful use of vocabulary; e.g. 'public safety' where residents would typically say 'security' and 'cleansing' instead of cleaning or litter-picking. CIDs must also fit into the broader City Council, sub-Council and Ward ecosystems. So you will see multiple references in the Business Plan the City's Integrated Development Plan.
The document below is the Newlands CID Business Plan.
This was presented, in draft form, to property owners by the Steering Committee on 17 August 2023 at the 1st Public Meeting. A subsequent a 30-day comment period ended on 16 September 2023. All comments received were logged and considered to see if the draft plan needed to be amended. At the final Public meeting on 28 September 2023, the final Business Plan was presented. That is published below and was teh basis of teh property owners' Referendum.
Voting in the Referendum opened as soon as that meeting concluded.
There were also smaller. ad hoc group meetings and the Steering Committee members made themselves available to individual property owners. The Business Plan below is the final Business Plan. The final Business Plan was substantially the same as the draft Business Plan since no comments were received by the Steering Committee which materially impacted the or financial aspects of the draft Business Plan.
