Survey Responses
In December 2022 the Steering Committee sent out a survey to residents within the proposed Community Improvement District.
Officially this is called an Urban Management Survey. The draft survey was designed by the Steering Committee and a final version was approved by the City of Cape Town after suggested amendments had been incorporated.
The survey was conducted by email with a choice of completing the survey online or in hard copy. The circulation list included property owners as provided by the City of Cape Town and the Newlands Residents Association database.
By 331 responses had been received, of which 323 were from property owners. This exceeded the minimum requirement of 311 responses as per CID application regulations.
Please find below a synopsis of responses, edited in accordance with POPIA regulations. The original survey form can be found here.
A report based on the Urban management Survey findings was submitted to the City of Cape Town in January 2023 in acordance with the the CID Application process. The full report is shown below.

Why are the street lights turned off during load shedding? This is due to old infrastructure and bad planning. No street lights means more crime.
We pay state taxes but have a police force that is unmotivated and uninterested. Poor leadership. Why must my street report crime to Claremont police station when Rondebosch is down the road?
You have included the area from Dean Street to Princes Anne which is officially Rondebosch. Why are these areas not logically allocated by CCT? This area is seen as Newlands by residents
We pay very high rates for what exactly?
Building plan approval is applied on a completely different basis as compared to some areas and frankly CCT plans department in Wynberg is completely insane about a window being a few millimeters out as compared to the building plan.
Our local political representative seems to focus on projects where he gets the most publicity. Mr. Iverson (retired) showed a little more interest. Paid by my rates and taxes.

People are attracted to Newlands village by the village feel. This village feel is being eroded by the large number of huge houses which are being built on tiny properties. These huge houses would be better suited to other suburban areas with large stand. It is a pity that the heritage committee seems to be toothless or to turn a blind eye in this regard. Very soon, the charm of Newlands village will be lost.

The SACS school and Montebello Refuse Collection is a major problem for Bin Mining. I cannot understand why SACS and Montebello can pool their resources and place their bins within the SACS grounds behind their gates off Newlands Avenue. City Refuse can easily enter the gates and collect the rubbish there. An alternative is to provide high compaction domestic units available on the market at strategic protected places. I can provide information if asked. I also advocate the removal of the City plastic litter bins. When they are removed litter disappears. Shops use litter bins to place extra rubbish.

The main littering/environmental issue imo is the dog poo everywhere because of dog owners/walkers being irresponsible. Overall this is brilliantly managed. Thank you. I would clear or walk through the Liesbeeck ribbon area daily and remove rubbish. Maybe some homeless can be "closely/casually" employed to pick up rubbish along designated streets and receive a daily cash payment if the street is clean... maybe too much admin and impossible to administrate on second thoughts. But there is "labour" around.
Clearing of undergrowth along the main roads, near and in parks, especially along the river in paradise park. Vagrants use these dense areas to set up informal dwellings and shelter. They also make perfect hideouts for criminals.
More indigenous trees that do not shed mountains of leaves. Especially as garden / street plant material will no longer be allowed in the black wheelie bins soon. Why is there not a local drop off for recycling? A skip that can be cleared once a week? One for garden materials, one for bottles, one for plastic etc. Reward the residents that take the trouble to bring CLEAN items for recycling.

more clearing of undergrowth. Sweeping up of dead leaves choking the plants on Newlands Ave. In winter the leaves block the drains and flood the roads. Leaves are occasionally cleaned away by the Council but it needs to happen more frequently. We do clear away when we can but it is a task for a whole group of people.
Am just adding this in here as I can't see an option further down the survey - the rivers in Newlands are becoming more littered with plastic/plastic bottles/plastic bags and general debris. This has become particularly noticeable in river in Papenboom Meadow. I think there are more than enough plants in Newlands. Also just to add here it wasn't an option further down - there are enough green bins around Newlands Ave but there might be a greater need for more in the Village itself.
Public parks are very well maintained, unfortunately excessive private building is resulting in the removal of most trees outside of these places. I would suggest planting more trees along the sidewalks before there is nothing but 3 story houses left.

Yes, areas at residents' garages should be clearly demarcated as "no parking' zones. And people with garages should be made to use them and not clutter the narrow roads of Newlands Village with their vehicles. I feel that residents of this area should take full responsibility of where their guests park. In other words, ask your guest where they have parked and request they move their vehicle if it obstructs someone's front entrance or garage entrance.

There are new building going up on the cnr of Firdale & Cypress & wondered if that wall on the corner of Firdale, that is currently incorporated into that property will be taken away, as apparently it is council land & it is an illegal structure. It took the city to introduce formal parking marshals. I certainly feel powerless against characters that have no place in Newlands and it's all about security. People should look after their own streets with planting etc. It’s overkill all the extra measures. ADT is extra. Used to be bicycle— infective. Never see the vehicles in our street. Verifier. Pay extra. Ineffective. Robberies still happen in the street.we have number plate recognition. Paid extra. Minimal feedback. Enough. Security is an individual home owner issue. I am not impressed by what is out there. If this goes through I will cancel these additional measures.
